No, it's made for astonshell (www.astonshell.com), a totally different skinning program from Visual Styles or Windowblinds.
I'm porting some of my VS/WB to Aston and this is the "Signs" VS, just different wallpaper and slightly different graphics. I'm working on a new VS\WB, winamp, rainy, etc. also and should be through porting to Aston after one more for awhile so stay tuned
